<br />Councilmember Jeffrey introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-03-062 <br /> <br />RESOLUTION AUTHORIZING STAFF TO ENTER INTO A CONTRACT TO ALLOW <br />SERGEANT JEFF KATERS TO MANAGE THE ANOKA COUNTY JOINT LAW <br />ENFORCEMENT CENTRAL RECORDS PROJECT <br /> <br />WHEREAS, the County of Anoka and the Cities of Anoka, Blaine, Circle Pines, <br />Centerville, Columbia, Heights, Coon Rapids, Fridley, Lexington, Lino Lakes, Ramsey, St. <br />Francis (including Bethel) and Spring Lake Park have previously recognized the need to <br />cooperate in their law enforcement efforts and have created the Joint Law Enforcement Council <br />(JLEC); and <br /> <br />WHEREAS, the members of the JLEC have determined that there is a need to store and <br />gain access to law enforcement data, to communicate among law enforcement agencies, and to <br />improve the speed and accuracy with which law enforcement information is shared with the <br />jurisdiction requesting it; and <br /> <br />WHEREAS, the members of the JLEC have entered into a JP A for the purpose of acquiring <br />computer hardware and software for an integrated central records communication system to <br />address that need of which the cost is shared; and <br /> <br />WHEREAS, the JLEC has the need for a manager for its central records system to manage <br />and develop useableapplications for the use of the JLEC in conjunction with the foregoing <br />communications system; and <br /> <br />WHEREAS, that manager, Coon Rapids Captain Steve Bluml, has announced his retirement <br />from law enforcement; and <br /> <br />WHEREAS, Captain Bluml has recommended to the Chief Law Enforcement Officers <br />(CLEO's) that Ramsey Sergeant Jeff Katers be named as his replacement and the CLEGs brought <br />Sergeant Katers' name forward to the JLEC at a special meeting on March 16, 2009; and <br /> <br />WHEREAS, the JLEC approved entering into a contract with the City of Rasmey to provide <br />this service for $50,000 annually. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That City Council hereby authorizes staff to enter into a contract to allow Sergeant Jeff <br />Katers to manage the Anoka County Joint Law Enforcement Central Records Project. <br /> <br />The motion for the adoption of the foregoing resolution was duly second~d by Councilmember <br />Look and upon vote being taken thereon, the following voted in favor thereof: <br />
