Councilmember Jeffrey introduced the following resolution and moved for its adoption: RESOLUTION #09-03-068 RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO COMPLETE APPLICATIONS FOR A CHRP GRANT WHEREAS, on February 17, 2009, the Office of Community Orientated Policing Services (COPS) announced the availability of funding under the COPS Hiring Recovery Program (CHRP); and WHEREAS, CHRP is a competitive grant program that provides funding directly to law enforcement agencies having primary law enforcement authority to create and preserve jobs and to increase their community policing capacity and crime-prevention efforts; and WHEREAS, CHRP grants will provide 100 percent funding for approved entry-level salaries and benefits for three years (36 months) for newly-hired, full-time sworn officer positions (including filling existing unfunded vacancies) or for rehired officers who have been laid off, or are schedulexd to be laid off on a future date, as a result oflocal budget cuts; and WHEREAS, there is no cap on the number of positions an agency may request, but awards will be limited to available funding; and WHEREAS, grantees must retain all sworn officer positions awarded under the CHRP grant for a period of one year (12 months) following the conclusion of grant funding; and WHEREAS, staff is requesting authorization to complete the applications for a CHRP grant for two officers. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That grant monies is available under the COPS Hiring Recovery Program. 2) That the, City Council hereby grants Police staff authorization to compete the applications for a CHRP grant for two officers.
