<br />The Committee discussed funding options for residents, approaching the mortgage companies <br />and the notion of having two separate policies for those residents who are proactive in working <br />with the City to repair their septic systems, and for those not proactive in repairing their septic <br />systems. <br /> <br />Donna Hunt, 16207 Azurite Street NW, stated addressing the mortgage companies would be a <br />good option if it would work, however; she feels it would not be beneficial as the City would be <br />addressing Fannie Mae, not her mortgage company, and Fannie Mae would most likely be too <br />large for the City to deal with. <br /> <br />Councilmember McGlone stated the City wants to help those that can't afford repairing their <br />septic systems, and feels trying to get the mortgage company to pay first should be looked at. <br /> <br />Councilmember Dehen expressed his concern, stating the City is not responsible for fixing a <br />septic system and feels that doing so could set precedence in the future to other issues such as <br />roofing, siding, and/or electrical problems. He stated the Committee is deciding only to reaffirm <br />or not reaffirm the current policy. <br /> <br />Chairperson Elvig stated a septic system is a unique situation considering it is a safety issue.. If a <br />resident can't afford to repair, the City would and then assess the property. He doesn't have an <br />issue with those residents who are being proactive and trying to address the problem. <br /> <br />Public Works Director Olson stated the Committee could just reaffirm the current policy, noting <br />there is the 25% administrative fee for the City to assess, explaining that residents most likely <br />will not use the policy unless needed. <br /> <br />The Committee discussed what the financial requirements are of residents including written <br />denial from funding sources and administration fees being a deterrent from using the policy. The <br />Committee also noted that this is a policy and can be changed in the future if wanted. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Dehen, to recommend that the City <br />Council make no changes to the current Septic System Repair Policy. <br /> <br />Councilmember McGlone requested Staff research grant programs and funding sources that may <br />be available for residents. He also mentioned contacting Environmental Coordinator Anderson <br />for more information. <br /> <br />The Committee recommended that Ms. Hunt have her septic system pumped as the City Council <br />may not be able to address within the 30-day notification given to the resident. <br /> <br />Ms. Hunt stated she would have her septic system pumped. <br /> <br />The Committee discussed bringing Ms. Hunt's case forward to the City Council for a public <br />hearing and then an assessment hearing. <br /> <br />Motion carried.
