Chairperson Dehen stated he had been in favor of establishing an increase in compensation for
Councilmembers and Commissioners at a level that would not discourage people from getting
involved. He felt the HRA needed to do something now even though it was not politically
correct.

Commissioner Jeffrey stated he was not in favor of this because of the tight budget and he did
not sign on for a paycheck.

Commissioner Look stated it would be a commitment for the Council to meet on a weekly basis .
in the near future, but he would not support this.

Commissioner Elvig stated this did not sound like a good idea and asked if this decision could be
postponed to a later date.

Commissioner Wise stated he agreed with the other Commissioners and did not feel comfortable
giving himself a raise, even if it was deserved.

Chairperson Dehen stated it was never politically correct to give yourself a raise, but they needed
to do this for the next Council and HRA because when the new Council gets in they will have the
same discussion.

Commissioner Ramsey agreed they were meeting more often and they should be compensated.

Motion by Commissioner Ramsey, seconded by Commissioner Wise, to adopt Resolution
#HRA-09-09-007 authorizing the approval of compensation for HRA Commissioners in the
amount of $25.00 per meeting.

Further discussion: Commissioner Wise suggested this be delayed so it did not appear they were
approving a raise. He suggested it be structured for a $50.00 raise in two years. Commissioner
McGlone stated he was okay with getting compensated for the extra time put in .and agreed there
would never be a good time to do this. He stated they were talking about a nominal increase and
this was overdue. Commissioner Ramsey noted they were the HRA and not the Council. The
$25.00, in his opinion, was appropriate but a higher fee was not appropriate right now.

Commissioner Ramsey called the question.

Voting Yes: Chairperson Dehen, Commissioners Elvig, Jeffrey, Look, McGlone, Ramsey and
Wise. Voting No: None.

Motion failed. Voting Yes: Commissioners Ramsey and Wise. Voting No: Chairperson Dehen,
Elvig, Jeffrey, Look, and McGlone.

Motion by Chairperson Dehen, seconded by Commissioner McGlone, to adopt Resolution
#HRA-09-09-007 authorizing the approval of compensation for HRA Commissioners in the
amount of$75.00 per meeting.

Housing and Redevelopment Authority / September 8, 2009
Page 4 of6
