<br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Discuss City Response to Request for Proposals (RFP) for Veterans <br />Administration Community Based Outpatient Clinic <br /> <br />Deputy City Administrator Nelson stated the RFP has been released - came out yesterday and is <br />due on September 15 . We had a discussion with the VA representative - this is going to be a <br />phased response. Initially this will be a. site response where we present our amenities, etc. We <br />have what we feel is a grasp of what we need to do by the 15th. We received proposals from <br />LSA, Landform and. MSA Professional Services. She stated staff has reviewed the proposals and <br />is recommending Landform. <br /> <br />Commissioner Jeffrey inquired if we have some of that type of information already pre-packaged <br />from the Altoona, Iowa trip. <br /> <br />Ms. Nelson stated she thinks they will be looking more at the veteran population. <br /> <br />Commissioner Look asked if a meeting could be scheduled with Anoka County Commissioner <br />Dennis Beg to tell him all we are looking for. <br /> <br />Ms. Nelson noted that the County adopted a resolution of support of the V A clinic in Ramsey. <br /> <br />Commissioner Look stated he realized that but to tell him we need real support - taking about <br />the rail station support. <br /> <br />Chairperson Dehen stated we have the County buy-in on the rail station but he thought we should <br />pitch to the VA that we are running buses in the interim and that we will continue until we get <br />the station. <br /> <br />Motion by Commissioner Ramsey and seconded by Commissioner Look to enter into a contract <br />with Landform to prepare our proposal for the Veterans Administration Community Based <br />Outpatient Clinic. <br /> <br />Further discussion: Chairperson Dehen asked what the difference is between the three proposals <br />besides the obvious - the price. Is there a difference in service. Ms. Nelson replied that all <br />offered some optional services. For example, LSA is very comprehensive and may be beyond <br />what we need. If this would have been for the complete proposal and not just site, we would <br />have sent letters right to the contractors and cut out this piece; however, we need to go through <br />the site selection process ourselves. Chairperson Dehen asked for clarification on why we need <br />to spend money on this site process when it's either "here or there". Ms. Nelson responded that <br />we need assistance in putting together the fit, the footprint, parking accommodations, etc - we <br />need to do the site process to propose to them a site that will work for them. 'Chairperson Dehen <br />wanted to make certain that this $8,000 price from Landform includes both phases. City <br />Administrator Ulrich stated that is his understanding. Chairperson Dehen stated we can make <br />our approval subject to that. Councilmember Look stated we should be going the extra mile; we <br />have one shot at this and we had better look good.
