CASE #1

Disc Golf for Elmcrest Park - Call for Proposals for the Lawful Gambling Fund
By: Mark Riverblood, Parks Supervisor

Background:

Ramsey's park and trail system is valuable fora cross section.ofthe community - including both
programmed active uses, as well as passive. Prior to the development of both the skate park and
the off-leash area, the city continued to have inquiries for these recreational venues that were not
then available in Ramsey. This remains the case with a Frisbee, or 'disc golf' facility. The
purpose of this case is to gage the Park and Recreation Commission's interest in exploring this
relative low cost, low maintenance recreational prospect for the city's park system.

Observations:

One strategy for developing a disc golf course may be to do a 'call for proposals' on either or
both the City's web site and Ramsey Resident. The opportunity would be to utilize the $5,000
Lawful Gambling Fund match program to labor resources by volunteer for the design and
construction elements. The attached item is an excerp~ from the 'Disc golf Associations' web
site, and highlights the estimated cost of developing a facility. The cost estimates are for an '18
- hole' course. Elmcrest Park may be better suited to a 9 - hole facility, (which logically would
cost less). There is no action requested at this time, however, the Commission is asked to discuss
this proposals merit.

Commission Action:

Based on discussion.

Reviewed by:
Public Works Director/Principal City Engineer
Civil Engineer

P&R:

10/08/09
