<br />The legislature also capped the fine amount at $60 and will allow cities to keep $40 of that amount. <br />The City of Ramsey currently receives approximately $110,000 annually in court fines from.citations. <br />This dollar amount is from all fines and would be reduced slightly if the City chose to issue <br />administrative citations. <br /> <br />Attachment: <br /> <br />Attached is a "Frequently Asked Questions" packet from the League of Minnesota Cities. <br /> <br />Summary: <br /> <br />Pros: <br />. The fines for administrative citations would be less for violators ($60.00 for admin vs. <br />$125.00 for a county ticket) <br />. Violations for administrative citations would not go on a driving record. <br />· Provides an alternative to the police; stronger than a "warning" but not as severe as a <br />regular citation. <br />. City can still continue to issue our existing administrative citations. <br />Cons: <br />· Very limited scope per State Statute. <br />· City would have to establish and pay the cost of a "neutral third party" to hear <br />challenges. <br />. The City would have to purchase a mandated citation form. Officers would need to <br />complete the citations by hand and they then must be manually entered into the police <br />records system. (Citations are currently being electronically processed). <br />· Additional burden on staff, both police and finance departments, to process and <br />maintain records. The overall cost to the City will be more than the cost of a County <br />ticket. <br />'. Violations for administrative citations would not go on a driving record. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that the City Council discuss the use of administrative citations as a tool for <br />effective public safety enforcement in Ramsey.
