Case #3: Review Draft Culvert Policy
Assistant City Engineer Jankowski reviewed the staff report.
Motion by Councilmember McGlone, seconded by Chairperson Elvig, to recommend that the
City Council adopt the draft driveway culvert policy following review by the City Attorney.
Motion carried. Voting Yes. Chairperson Elvig and Councilmembers McGlone and Dehen.
Voting No: None.
Case #4: Declare Pea Rock Excess Inventory
Public Works Street Supervisor Riemer reviewed the staff report.
Councilmember Dehen asked if there is any benefit in using the pea rock in large parking lots
just to use up the excess.
Councilmember McGlone stated the pea rock is not good for fill, it has limited use, and he
wouldn't recommend using it on any project.
The Committee discussed options for discarding the pea rock such as advertising it for free and
residents who want it could haul it away for personal usage.
Councilmember Dehen stated that he felt it could be used for future projects, to use it when the
City needed.
Councilmember McGlone stated the pea rock is not a good material for the process and is costing
more to sit in the lot. He also stated it would definitely cost more in the future if the City were to
use it on a project.
Chairperson Elvig stated he feels it would be better for residential use such as garden drainage.
Motion by Chairperson Elvig, seconded by Councilmember McGlone, that City Council declare
the pea gravel excess inventory and to recommend publishing an article in the Ramsey Resident
announcing the availability to Ramsey residents of pea rock for pick up at the Public Works
Facility.
Motion carried. Voting Yes: Chairperson Elvig and Councilmember McGlone. Voting No:
Councilmember Dehen.
Case #5: Considerations of Concrete versus Asphalt Pavements
Assistant City Engineer Jankowski reviewed the staff report.
Councilmember Dehen asked if a comparison on life cycles was done. He stated the comparison
given didn't seem like a fair comparison, being the costs were so different.
Public Works Committee / August 19, 2009
