REPORT FROM FINANCE COMMITTEE <br />By: Diana Lund, Finance Officer <br />Background: <br />The Finance Committee met on Tuesday, September 29, 2009, and discussed the following three cases: <br />CITIZEN INPUT <br />There was none. <br />APPROVE AGENDA <br />Motion to approve the agenda as submitted. <br />CONSENT #'s <br />Case #1: Consider. Phase II Parking Ramp Design Services <br />Background: <br />The City currently has a CMAQ grant in the amount of $3.5 million for the expansion of the City's <br />parking ramp that sunsets in March 2010. <br />A proposal from LSA Design, Inc. for design services of the expansion to the current ramp was brought to <br />the Finance Committee on September 9, 2009 and the item was tabled for an additional proposal to be <br />solicited. <br />Two proposals, attached, from Walker Parking Consultants and LSA Design, Inc. were reviewed at the <br />September 29 Finance Meeting. Walker Parking Consultants submitted a proposal in the amount of <br />$118,000 for design services of the parking ramp expansion and LSA Design, Inc. proposal was <br />$137,500. The staff recommendation was Walker Parking Consultants. <br />City Engineer Brian Olson explained that Walker Parking Consultants were chosen, based strictly on <br />price and that they were able to underbid LSA as they had knowledge of LSA's proposal. Much <br />discussion ensued about how LSA had more knowledge of the ramp and its construction as they were the <br />firm involved with the original design and as Walker Parking Consultants was privy to LSA's proposal <br />that it was only fair to allow LSA to rebid their proposal if they so chose. <br />Motion to Recommend that Staff contact LSA Design, Inc. and offer them an opportunity to reduce their <br />proposal to a level lower than Walker Consultants $118,000. One stipulation was also given, and that <br />was that staff was not to give LSA Design, Inc. the amount of Walker Parking Consultants proposal price. <br />Action: <br />Staff will bring back this item to a special council meeting on October 6, 2009. <br />
