CONSIDER A RESOLUTION AMENDING SECTION 10.1 OF THE PERSONNEL <br />POLICY: TRAVEL POLICY <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />Section 10.1 of the city's Personnel Policy states that "The maximum reimbursement rates for <br />meals, taxes, and tip are as follows: <br />Breakfast $ 7 <br />Lunch $11 <br />Dinner $18 <br />Over time it has become evident that these allowances are not sufficient to cover meals <br />purchased during out of state travel to certain higher cost cities. The IRS' current high -low <br />substantiation method allows up to $65 per day for meals and expenses in designated high -cost <br />cities and up to $52 per day for meals and expenses in any other locality within the continental <br />United States. If the IRS' rates for meals and incidental expenses are adopted by the City <br />Council, the rates quoted above are effective October 2009 through December 2010. Please <br />note that staff is proposing adoption of the IRS' rates for meals and incidental expenses. <br />Staff is not proposing adoption of broader IRS policies or procedures related to travel <br />expenses. <br />Staff proposes the following amendments to the city's Travel Policy to indicate adoption of the <br />IRS' rates for meals and incidental expenses: <br />MEALS <br />When on City business, a maximum of three meals per day will be reimbursed by the <br />City. <br />Effective October 14, 2009, the city of Ramsey will reimburse employees for business <br />related meals and incidental expenses up to the amount designated by the IRS' high -low <br />substantiation method. Incidental expenses include taxes and gratuities. The current <br />year's schedule of high and low rates and applicable cities will be available on the city of <br />Ramsey Intranet. The city will transition to the IRS' updated rate schedule in January of <br />each calendar year. <br />The City will not reimburse for alcoholic beverages, tobacco products or costs associated <br />with family members. <br />Employees shall take advantage of all meals that are provided for and included in the <br />registration fee for workshops, conferences, or other assignments.
