The official mapping process schedule is proposed as: <br />Consent #4 <br />CONSIDER SETTING A PUBLIC HEARING DATE FOR OFFICIAL MAPPING AND <br />REFER TO PLANNING COMMISSION FOR COMMENT <br />By; Amber G. Miller, Planning Manager <br />Background: <br />Anoka County, the City of Ramsey, and the Minnesota Department of Transportation (Mn/DOT) <br />have developed a preliminary design and Environmental Assessment/ Environmental <br />Assessment Worksheet (EA/EAW) for the conversion of Trunk Highway 10 (TH 10) from an <br />expressway to a freeway. The preliminary design includes replacing at-grade intersections <br />(traffic signals and driveways) with grade-separated interchanges at Sunfish Lake and Ramsey <br />Boulevards. A system of frontage/backage roads will be developed to provide access to <br />properties south of TH 10, <br />Alignment, interchange, and frontage/backage road alternatives were evaluated based on how <br />well they address key criteria such as: traffic operations, safety, local access, and potential <br />environmental impacts. After consideration of technical analyses and public comments, <br />Mn/DOT, Anoka County, and the City of Ramsey endorsed a preferred alternative, The preferred <br />alternative includes single-point interchanges at Sunfish Lake Boulevard (CSAH 57) and <br />Ramsey Boulevard (CSAH 56). Under this alternative, TH 10 would be realigned to the north, <br />closer to the BNSF railroad tracks. Direct access points along TH 10 would be closed and <br />replaced with frontage road access along the south side of TH 10. <br />The current project is being completed for purposes of long-term planning and right of way <br />preservation. Because funding is not available, recommended improvements will not be <br />constructed immediately. The project partners will continue to pursue funding opportunities for <br />construction. When funding for construction becomes available, the alternative will be reviewed <br />to ensure that it will serve traffic demand and is cost effective. <br />October 13, 2009: City Council Sets Public Hearing Date and Refers to Planning <br />Commission. <br />November 5, 2009: Planning Commission Reviews Official Map and makes <br />Recommendation to City Council. (Planning Commission has 60 days or less to <br />Comment). <br />November 24, 2009; City Council hold Public Hearing on Official Map and either <br />adopts, modifies or denies. (City Council has 60 days or less to hold a public hearing <br />following Planning Commission's comments to hold public hearing). <br />The Highway 10 Corridor was officially mapped in 2004 which included only the land between <br />the existing highway and the railroad from the Anoka/Ramsey border to Armstrong Blvd. This <br />official map will include the land south of the Highway and along Ramsey and Armstrong <br />Boulevards to include the interchange areas, <br />
