<br />Motion failed. V oting Yes: Chairperson Dehen and Commissioner McGlone. Voting No: <br />Commissioners Jefferson, Look, Ramsey, and Wise. Abstain: Commissioner Elvig. <br /> <br />Motion by Commissioner Look, seconded by Commissioner Jeffrey, to adopt Resolution #HRA- <br />09-09-007 authorizing the approval of compensation for HRA Commissioners in the amount of <br />$25.00 per meeting effective January 2011. <br /> <br />Motion carried. Voting Yes: Commissioners Look, Jeffrey, Ramsey, and Wise. Voting No: <br />Chairperson Dehen and Commissioner McGlone. Abstain: Commissioner Elvig. <br /> <br />Case #3: <br /> <br />Discuss the Creation of a Development Corporation <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />City Attorney Goodrich received the process Altoona used in their creation of a development <br />corporation. <br /> <br />Chairperson Dehen stated he did not have a concern about a corporate vehicle but was nervous <br />about accountability. However, if they could set something up for accountability, he would not <br />have an issue. He stated he wanted to see a significant commitment before they sign on and he <br />did not see an immediate need. <br /> <br />Deputy City Administrator Nelson stated in addition to the benefits of being able to negotiate <br />and structure these deals outside of the City, there was a benefit for streamlining how the deals <br />get done. <br /> <br />Commissioner Look stated he saw some benefit to the lack of transparency and he would also <br />like to see some Council control. <br /> <br />There was a consensus to have staff obtain further information. <br /> <br />Deputy City Administrator Nelson noted there could also be additional fees, probably under <br />$1,000. <br /> <br />Case #4: <br /> <br />Additional Funding for Consulting Services <br /> <br />Planning Manager Miller reviewed the staff report. <br /> <br />Motion by Commissioner Ramsey, seconded by Commissioner Wise, to approve additional <br />$4,000 funding to complete scope of services. <br /> <br />Further discussion: Chairperson Dehen stated he was nervous about consultants, needed <br />accountability, and to know what they were doing rather than just handing them an "open book." <br /> <br />Planning Manager Miller stated what was originally anticipated was a certain number of <br />meetings and they gave Landform a list of businesses that they wanted feedback on.
