CASE#~

DISCUSS SPEED LIMIT MODIFICATIONS TO ALPINE AND SUNWOOD DRIVES
By: Steven Jankowski, Assistant City Engineer

Background:

Alpine Drive and Sunwood Drive have been extended under several separate projects to the point
where they now span the width of the City. Often the speed limits for these various segments
were set many years ago after that particular segment of roadway was constructed. As a result,
both Alpine Drive and Sunwood Drive each have three to four different speed limits which
change at various points along their length. The variation of the speed limits is confusing to
citizens and law enforcement officials alike. Additionally, development has occurred which
would suggest that these limits should be reviewed for their current appropriateness. For
example, Alpine Park has been developed since the construction of Alpine Drive in 1990 and
activity in this park has increased significantly since the last speed study was conducted in 1996.

Speed limits can only be legally posted after an engineering study has been conducted by the
Commissioner of Transportation. Staff requested on August 14,2009 that the segments of Alpine
Drive from Armstrong Boulevard to TH 47, and Sunwood Drive from Ramsey Boulevard to
Nowthen Boulevard be studied for appropriate limits. Attached to this case is a figure illustrating
the current speed limits along the entire length of both these collector streets. MnDot has
completed field work on the studies and has contacted staff before finalizing their
recommendations. Illustrated on the speed limit sketch are the proposed speed limit changes.
These limits can be modified within reasonable limits of the speed study data.

Recommendation:

Staff recommends that the proposed consistent speed limit of 45 miles per hour on Alpine Drive
between Armstrong Blvd and TH 47; and, a consistent speed limit of 35 miles per hour on
Sunwood Drive between Ramsey Blvd and CSAH 5 be considered as acceptable and reasonable
speed limits.

Action:

Motion to concur with staff recommendations that a consistent speed limit of 45 miles per hour
on Alpine Drive between Armstrong Blvd and TH 47; and, a consistent speed limit of 35 miles
per hour on Sunwood Drive between Ramsey Blvd and CSAH 5 be considered as acceptable and
reasonable speed limits.

Reviewed By:
Director of Public W orks/Principal City Engineer
City Engineer
Public Works Street Supervisor
Chief of Police

PW: 10/20/09
