<br />CASE # J <br /> <br />REQUEST FOR AUTHORIZATION FOR CITY STAFF TO DISTRIBUTE MEMO <br />RELATED TO BUNKER LAKE BOULEVARD INTERSECTION IMPROVEMENTS <br />AND SUMMERSET MEADOWS ADDITION; <br />CASE OF CITIZENS STATE BANK OF HUDSON <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />On October 25, 2005, the City Council granted preliminary plat approval to Summerset <br />Meadows, a residential subdivision located south of Alpine Drive and west of Armstrong Blvd. <br />On May 26, the City Council approved the request for a 30-day extension to the timeline to <br />submit a final plat. As part of those discussions, City Staff and Applicant began discussing the <br />need to convey right-of-way related to the intersection of Bunker Lake Boulevard and Armstrong <br />Boulevard for a project scheduled to begin in 2010. <br /> <br />Funding Source: <br /> <br />All costs associated with the request are the responsibility of the developer. <br /> <br />Observations: <br /> <br />The Applicant has requested an additional extension of one year to submit a final plat within the <br />approved timeframe that is scheduled to be heard by the City Council at a later date. Before the <br />extension request can be heard, City Staff and the Applicant needed to work out details related to <br />the future right-of-way to ensure the alignment of the intersection of County State Aid Highways <br />(CSAH) Bunker Lake (CSAH 116) and Armstrong (CSAH 83) Boulevards would not negatively <br />impact the approved preliminary plat of Summerset Meadows. <br /> <br />Anoka County Highway Improvement Project #02-683-02 includes intersection improvements <br />scheduled for 2010 and is a City bonded project related to the Ramsey Town Center AUAR and <br />Joint Powers Agreement with Anoka County. Total cost for the project was estimated at <br />$986,978.43 in a cost analysis prepared by Bolton and Menk, Inc. dated November 18,2005 (the <br />"Memo"). <br /> <br />Additionally, according to the Memo, 8.3% of the Forecasted Full Build Traffic can be attributed <br />to the Summerset Meadows subdivision (listed as Pulte-Residential in the Memo). However, <br />since Summerset Meadows has not received Final Plat approval, costs of the project cannot be <br />assessed to the development at this time. As part of the project, additional right-of-way is <br />needed totaling approximately 16,000 square feet as well as 12,000 square feet of temporary <br />easement to complete the construction. The Applicant is willing to convey the necessary right- <br />. of-way and easement. <br /> <br />The Applicant is requesting the attached memo be sent, summarizing the project and its impacts <br />to the Summerset Meadows subdivision and associated EA W. The request outlined in the memo <br />only applies to Anoka County Highway Improvement Project #02-683-02. The Applicant is <br />willing to convey the necessary right-of-way for this project provided the proposed memo is <br />sent. Staff felt it necessary for the City Council to verify the information in light of recent <br />conversations regarding the Joint Powers Agreement with Anoka County. In addition, during the <br />
