CASE # J REQUEST FOR AUTHORIZATION FOR CITY STAFF TO DISTRIBUTE MEMO RELATED TO BUNKER LAKE BOULEVARD INTERSECTION IMPROVEMENTS AND SUMMERSET MEADOWS ADDITION; CASE OF CITIZENS STATE BANK OF HUDSON By: Tim Gladhill, Associate Planner Background: On October 25, 2005, the City Council granted preliminary plat approval to Summerset Meadows, a residential subdivision located south of Alpine Drive and west of Armstrong Blvd. On May 26, the City Council approved the request for a 30-day extension to the timeline to submit a final plat. As part of those discussions, City Staff and Applicant began discussing the need to convey right-of-way related to the intersection of Bunker Lake Boulevard and Armstrong Boulevard for a project scheduled to begin in 2010. Funding Source: All costs associated with the request are the responsibility of the developer. Observations: The Applicant has requested an additional extension of one year to submit a final plat within the approved timeframe that is scheduled to be heard by the City Council at a later date. Before the extension request can be heard, City Staff and the Applicant needed to work out details related to the future right-of-way to ensure the alignment of the intersection of County State Aid Highways (CSAH) Bunker Lake (CSAH 116) and Armstrong (CSAH 83) Boulevards would not negatively impact the approved preliminary plat of Summerset Meadows. Anoka County Highway Improvement Project #02-683-02 includes intersection improvements scheduled for 2010 and is a City bonded project related to the Ramsey Town Center AUAR and Joint Powers Agreement with Anoka County. Total cost for the project was estimated at $986,978.43 in a cost analysis prepared by Bolton and Menk, Inc. dated November 18,2005 (the "Memo"). Additionally, according to the Memo, 8.3% of the Forecasted Full Build Traffic can be attributed to the Summerset Meadows subdivision (listed as Pulte-Residential in the Memo). However, since Summerset Meadows has not received Final Plat approval, costs of the project cannot be assessed to the development at this time. As part of the project, additional right-of-way is needed totaling approximately 16,000 square feet as well as 12,000 square feet of temporary easement to complete the construction. The Applicant is willing to convey the necessary right- . of-way and easement. The Applicant is requesting the attached memo be sent, summarizing the project and its impacts to the Summerset Meadows subdivision and associated EA W. The request outlined in the memo only applies to Anoka County Highway Improvement Project #02-683-02.
