<br />CASE # I <br /> <br />AWARD CONTRACT FOR PROFESSIONAL SERVICES FOR <br />WETLAND MITIGATION IN RAMSEY TOWN CENTER <br />By: Steven Jankowski, Assistant City Engineer <br /> <br />Background: <br /> <br />A request for proposals (RFP) for professional services was solicited from five professional <br />firms to bring the RTC site into compliance with Wetland Conservation Act requirements. <br />Ramsey Town Center LLC had an initial wetland mitigation plan'approved in October of2005 <br />and had implemented portions of the plan creating some wetlands in the northeastern and <br />northwestern portions ofRTC. In addition, grading had occurred in various locations within the <br />development impacting portions of the existing wetlands. The extent of the wetlands impacted on <br />the site is uncertain. The City has now taken over control of the development and needs to bring <br />the wetland mitigation plan into compliance with existing permit conditions or propose an <br />alternate plan. Because the vision for Ramsey Town Center is still evolving, the first work plan <br />activity following becoming familiar with the existing field conditions and the current permit <br />will be to solicit input from the Council and its Committees regarding the general direction of <br />where wetland replacement might be considered. <br /> <br />Proposals were received from four firms on Tuesday, October 20th and were evaluated by three <br />staff members. These firms included Bolton & Menk Inc; Hakanson Anderson Associates; <br />Landform Inc. / Kjolhaug Environmental; and URS Inc. The cost of the proposal ranged from <br />$6,730 to $35,712. A summary of the proposal evaluations were conducted by three staff <br />members and are attached to this case. Also attached is a copy of theRFP which specified the <br />scope of the work and the evaluation criteria. <br /> <br />Recommendation: <br /> <br />As indicated in the RFP three factors other than cost went into this evaluation by the evaluation <br />panel. The results of the scoring between individual members were in close agreement between <br />the rated proposals. In accordance with the stated evaluation criteria staff is recommending that a <br />contract be entered into with URS Inc. for this work. A significant factor favoring this firm was <br />the fact that a very capable project team includes the individual who had prepared the initial <br />wetland mitigation plan for RTC. Staff believes this will be a significant advantage in dealings <br />with the regulatory agencies responsible for approving the modified plan. Based upon the scoring <br />as outlined in the RFP staff recommends that a contract with URS be entered into to prepare a <br />revised wetland mitigation / replacement plan for R TC. <br /> <br />Financing: <br />
