CONSENT # --.
INTRODUCE ORDINANCE TO ADOPT NEWLY CODIFIED CITY CODE
By; Jo Thieling, City Clem,
Background:
In 2006, the City entered into a contract with Municipal Code Corporation (MuniCode) to
review and codify our current City Code. The Code was reviewed by a MuniCode
attorney, along with our City attorney, and City staff. The process ended up taking three
years to complete; however, the Code is now recodified and is ready for Council adopt
in its entirety.
The changes in our Code consist of removing language not in compliance with Minnesota
State Statutes, as well as removing language now obsolete due to amendments in law.
There were no new municipal laws added nor any old laws deleted. Additionally, Statute
numbers were inserted in place of State Statute language. This eliminates the need to
modify our Code when Statutes change, and keeps the City compliant at all times. The
most significant change was rearranging the sections for. streamlining and for better
organization of the language.
The final act in this process of recodification is to introduce, and then adopt an ordinance
enacting the new code. Such ordinance is attached for Council consideration and
introduction.
Staff would begin using this new City Code January 1, 2010.
Council Action:
Motion to introduce the Ordinance adopting and enacting a new Code for the City of
Ramsey; providing for the repeal of certain ordinances not included therein; providing for
the manner of amending such Code; and providing when such Code and this ordinance
shall become effective.
Reviewed by:
City Clerk
City Attorney
Records Management Clerk
Deputy City Adm1nistrat,9r/ it of Coi zty velopment
City Administrator:
CC: 10/27/09
