<br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Update on Bunker Lake Boulevard Reconstruction (2011) <br /> <br />Director of Public Works Olson reviewed the staff report. <br /> <br />Jason Orcutt, Anoka County Engineering Supervisor, reviewed the Bunker Lake Boulevard <br />traffic statistics, the proposed reconstruction, and how the County was proposing to work with <br />the public to inform the public ofthe reconstruction process. <br /> <br />Councilmember Look asked if the County had prepared an analysis of the amount of traffic on <br />local roads. <br /> <br />Jack Corkle, Anoka Count Sr. Transportation Planner, responded an analysis had been prepared <br />and she would send the analysis to the Council for review. <br /> <br />Councilmember Dehen asked if concrete medians would be put in for the roads being closed and, <br />if so, would those medians have landscaping and irrigation. He stated he did not like the <br />concrete look. <br /> <br />Mr. Orcutt responded landscaping or colored concrete would be the City's responsibility to pay <br />for. <br /> <br />Councilmember Wise expressed concern if hard channels were put in, those channels would <br />affect the local businesses. He requested hard numbers as to why the City needed hard <br />channelization instead of centerturn lanes. <br /> <br />Councilmember Elvig agreed with the hard channel points brought up by Councilmembers <br />Dehen and Wise. He expressed the concern that by shutting down access points it would affect <br />the entire area. He stated he wanted easy access to neighborhoods, which the plan did not do. He <br />recommended the County look at a right-in, right-out at Iodine instead of closing it. <br /> <br />Councilmember Jeffrey stated he also had concern about the accesses and being able to get to the <br />local businesses. He stated the lanes had to be widened if U-turns were permitted also. <br /> <br />Councilmember Elvig believed the signals were also not timed correctly to allow U-turns to be <br />made safely. <br /> <br />Mayor Ramsey stated he was opposed to hard channelization; the businesses would not survive <br />with hard channelization. He asked if the City was locked into anything. <br /> <br />Public Works Director Olson noted at 116th and Sunfish, the Council could signalize the <br />intersection at the City's expense. He indicated if the Council turned down this project, the <br />County could pull the project and use the funds in another area within the County.
