<br />State cutting back the funding, he thought it was an excellent opportunity, especially in regard to <br />the future projects in Town Center. He confirmed that he would like to do an RFP for this item <br />and explained that the RFP could be rejected in the future and the City could continue in the <br />current manner. <br /> <br />Building Official Kaehler stated that in his experience the State inspectors follow the same <br />process and are firm in their inspections. He advised that this person would need to be brought <br />in from the outside, as there is not a current staff person with the needed experience. He stated <br />that if the inspector was in-house there would be the option for immediate communication with <br />that person. He advised that the actual numbers would be spelled out in the RFP. <br /> <br />There was discussion of the Council on whether or not to move forward with this option and <br />what the benefits would be for an in-house inspector. <br /> <br />City Attorney Goodrich provided a handout for the Council to reVIew In regard to the <br />inspections. <br /> <br />Mayor Ramsey stated that he would not be in favor of raising the price of inspections but felt <br />there would be a benefit to having an in-house inspector so that inspections could be conducted <br />faster. <br /> <br />City Attorney Goodrich reviewed the liability of the City in regard to inspections. The Council <br />discussed liability issues. <br /> <br />There was consensus to direct staff to further research the option of an RFP. <br /> <br />Deputy City Administrator Nelson reviewed the staff report with regard to inspections services. <br /> <br />Building Official Kaehler stated that the permits are required under State Building Code. He <br />reported that staff contacted surrounding cities and that each city required a permit but they do <br />not go on the roof. He explained the process in regard to roofing and required ventilation. He <br />then reviewed the window replacement permit process and stated that permit is also required. He <br />stated that it is not necessarily required to have a permit regarding siding as it could be <br />considered a repair. He stated that the siding permit is a chance for the City to fix the problems <br />that had been created previously, such as house wrap. He recommended that the siding permit <br />also be required so that issues of that nature could be addressed. He stated that it was his opinion <br />that all three permits be required in the City. <br /> <br />Councilmember Look stated that in the current economy he thought that it would make sense to <br />RFP for this type of inspection to determine if it would of value to the City. <br /> <br />Mayor Ramsey stated that he was under the impression that the permits were optional. <br /> <br />Councilmember Dehen stated that he was in favor of permits and felt that a good inspector would <br />be needed to ensure that things are completed correctly. <br /> <br />City Council Work Session / September 22, 2009 . <br />Page 2 of5 <br />
