Mayor Ramsey called the public hearing to order at 7:31 p.m. <br /> <br />Presentation <br /> <br />Assistant City Engineer Jankowski reviewed the staffreport. <br /> <br />Citizen Input <br /> <br />Greg Fritz, 16280 Andrie Street NW, stated that some costs had been incurred during the Andrie <br />Street project and questioned if a portion ofthat cost would be assessed to the residents. <br /> <br />Assistant City Engineer Jankowski confirmed that the costs would not be passed to the residents <br />as the project was not completed. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Dehen, .to close the public <br />hearing. <br /> <br />'Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen,Jeffrey, Look, <br />McGlone, and Wise. Voting No: None. <br /> <br />The public hearing was closed at 7:34 p.m. <br /> <br />Council Business <br /> <br />Mayor Ramsey called the regular City Council meeting back to order at 7:34 p.m. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember McGlone, to adopt Resolution <br />#09-09-222 through #09-09-231 Adopting Assessments for Improvement Projects #09-02 <br />through #09-10 and #09-12. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, McGlone, Dehen~ Jeffrey, <br />Look, and Wise. Voting No: None. <br /> <br />Case #2A: Authorization of the Issuance of $850,000 General Obligation State Aid Road <br />Bonds to Assist with the Funding of the Construction of Sunfish Lake <br />Boulevard <br /> <br />Finance Director Lund reviewed the staff report. She advised that the consensus of the Finance <br />Committee was to approve $1,300,000 in State Aid road bonds for the Sunfish Lake project. <br /> <br />Paul Donna, Senior Vice President of Northland Securities, reviewed the option of State Aid <br />bonds and the method for paying back those funds. He advised of a tool provided by the <br />stimulus funds, Build America Bonds, and explained that process. He stated that for this item, <br />tax exempt bonds would still. be the best choice, but recommended that the Council leave the <br /> <br />City Council / September 22, 2009 <br />Page 7 of 15 <br /> <br />67 <br />
