<br />Councilmember Elvig suggested using the language "not for commercial use" to avoid that <br />situation. <br /> <br />Environmental Coordinator Anderson clarified that any vehicle parked outside on someone's <br />property would need to be licensed. He advised that unlicensed vehicles could be stored inside <br />of a building, such as a garage. <br /> <br />Councilmember Dehen stated that he was not so much worried about licensing but more about <br />the number of vehicles parked on one property. <br /> <br />Councilmember Elvig conf1rmed that two snowmobiles on one trailer would count as one outside <br />storage item. <br /> <br />Mayor Ramsey stated, that he thought it would be reasonable to have one unlicensed vehicle <br />alongside a garage. He used the example of someone with a two car garage who had an older <br />vehicle they were fixing up being parked alongside their garage. <br /> <br />Councilmember McGlone stated that many people have told. him that they did not move to <br />. Ramsey for these regulations to be put in place. He stated that the group should determine what <br />they are defining and whether the residential zone needs to be changed. <br /> <br />Planning Manager Miller displayed pictures of property within the City in example to the off- <br />street parking regulations. She advised of items that would need further discussion and direction <br />from the Commission and Council. <br /> <br />Charles Latery, a resident, clarified that an unlicensed vehicle could be parked on a trailer and <br />count as one item, as long as it is stored behind the home. <br /> <br />Councilmember Dehen explained that the reason that buffers would be added. to the regulation <br />would be to discourage residents from parking their vehicle at the edge of their property line, <br />where it could be a nuisance to the neighboring property. <br /> <br />Mayor Ramsey stated that he believed if a resident were storing something on their property, it <br />should be closer to their own home than to the neighboring property. <br /> <br />Environmental Coordinator Anderson advised that if regulations of that nature were set in place, <br />staff would need to review topography maps to determine if a homeowner was not able to store <br />their vehicle in that location because of uneven land. <br /> <br />Councilmember McGlone stated that he was concerned that the regulation would be subjective, <br />as he did not want it to become an issue of one boat being allowed versus another because of <br />aesthetics. <br /> <br />Councilmember Dehen explained that would be the reasoning for using a number based <br />regulation, because something could be stored as long as it was done correctly. <br /> <br />City CouncillPlanning Work Session I September 3, 2009 <br />Page 2 of6 <br /> <br />2 <br />
