CASE # 3

2010 Work Plan
By: Chris Anderson, Environmental Coordinator

Background:

As the end of the year is quickly approaching, now is a good time for the Board to begin
considering a work plan for 2010. In contemplating potential projects/initiatives for 2010, Staff
thought it would be prudent to reiterate the role of the Board as outlined in City Code. The
primary goal of the Board is to "...review, consider, initiate and recommend to City Council such
policies, plans or projects which will enhance and preserve the natural environment of the City".
The Board's scope shall include, but not necessarily be limited to, matters of the preservation of
the community forest, water quality, wetland preservation, ground water protection, control of
soil erosion and air, noise and light pollution.

Observations:

The Board developed and proposed a work plan to City Council for. 2009 (included as
Attachment A); however, the Council hadn't yet identified their goals and priorities for the year
and thus, the 2009 work plan was never approved. Nonetheless, the Board has remained busy
and following are the major accomplishments thus far in 2009:
. Arbor Day Tree Planting. Board members, in conjunction with several local businesses,
planted ten (10) boulevard trees along Riverdale Dr NW in recognition of Arbor Day.
. 2009 Environmental Expo. The Board assisted in the planning, setup and take down of
the 2009 Environmental Expo and Tree Sale, which was a great success this year!
. Water Conservation Tool Box. The Board has been diligently working on completing a
tool box of water conservation strategies and tips that will be available to the public via
the city's website.
. Review ofLRRWMO 3rd Generation Plan. The Board reviewed the LRRWMO plan and
provided comments and suggested revisions as deemed appropriate.

Recommendation

The Board should be prepared to consider and discuss possible topics/projects for inclusion in the
2010 EPB work plan. Staff would recommend that the Board include the following as part of
their 2010 proposed work.plan:
. Research potential of City compost/yard waste drop-off site for residents.
. Develop an Emerald Ash Borer Preparedness Plan.

EPB Action

Based on discussion.

EPB: 11/2/09
