<br />Further discussion: Board MemberEnstrom stated that the purpose of his abstention was that he <br />did not have an opportunity to review the minutes prior to the minute. <br /> <br />POLICY BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Update on Water Conservation Tool Box <br /> <br />Environmental Coordinator Anderson presented the staff report. <br /> <br />Environmental Coordinator Anderson stated that while he was reviewing the minutes from past <br />discussions on topsoil, he realized that the water conservation tool box should include a specific <br />section on topsoil. He inquired whether Board Member Enstrom would be interested and willing <br />to write a section specifically on topsoil, similar to the various sections that have already been <br />drafted. <br /> <br />Board Member Enstrom agreed and asked what the time line is for completing the topsoil section <br />would be. <br /> <br />Environmental Coordinator Anderson stated that he felt that should be focused on first, than <br />Board Member Enstrom could start his round of reviews of the other sections. <br /> <br />Board Member Enstrom stated that he was concerned that some of the sections included <br />references to information that was not specific to the Anoka sand plain. <br /> <br />Chairperson Max stated that he understood some of those concerns but that regardless of soil <br />type, water conservation concepts can be somewhat universal, it's only when the level of detail <br />becomes So specific, such as a formula or percentages of soil content for topsoil, does that come <br />in to play. <br /> <br />Chairperson Max stated that he will incorporate the nearly completed sections of the tool box <br />into the webpage on the assumption that there may only be minor edits left now that four of the <br />five reviewers have had their shot a editing them. <br /> <br />Board Member Enstrom stated that he has a real concern with the edits that have been made to <br />the section about growing grass. He stated that he believes that the document now is about 50% <br />inaccurate. <br /> <br />Chairperson Max inquired of the Board if there was an interest in reviewing this section as a <br />group to try and address Board Member Enstrom's concerns and if so, if this could be tabled <br />temporarily and move into the next case on the agenda. <br /> <br />The Board agreed to move to the next case and then revisit the section on growing grass. <br /> <br />Case #2: <br /> <br />Topsoil Ordinance Amendment(s) <br /> <br />Environmental Coordinator Anderson presented the staff report and stated that he was concerned <br />that everyone was getting too caught up in numbers and losing site of the forest through the trees. <br /> <br />Environmental Policy Board / October 5,2009 <br />Page 2 of5 <br />
