Board Member Stodola stated that he is concerned that providing too much detail may actually
turn people away. He stated that a certain level of detail is good, but people may get
overwhelmed with information and just skip right over everything.

Environmental Coordinator Anderson suggested that Board MemberEnstrom take his turn with
editing, just as the others had their opportunity, and then the Board as a whole could review the
section again in November.

BOARD/STAFF INPUT

Councilmember Wise inquired about what the city does about oak wilt and Dutch elm disease.

Environmental Coordinator Anderson stated that there are regulations in city code about these
two shade tree diseases that are very clear regarding inspecting for the diseases, noticing
property owners of infected trees and requiring removal of trees. These regulations have been in
place for 20 years or so but have never been actively enforced. He stated that he has actually
been trying to get some direction on whether he should be actively enforcing these regulations.

Councilmember Wise stated that he has had some concerns with oak wilt on his property in the
past.

Environmental Coordinator Anderson stated that the regulations also layout the procedure for
abating diseased trees if a property owner does not comply. He stated that it is very similar to
the nuisance abatement process in which the city would complete the work and then assess the
cost back to the property owner.

Board Member Enstrom inquired about potentially looking for grant monies that could be used to
start planting more boulevard trees, especially considering that so many of them now consist of
green ash, which is threatened by the Emerald Ash Borer.

There was also discussion about formulating a master street tree plan for the community. This
would help avoid a mishmash of trees along boulevards and give a more symmetrical
appearance. To minimize potential losses due to insects or disease, maybe there should be
groups of species with similar characteristics that could be assigned to a street, which would help
to maintain the symmetry while still allowing for a diverse mix of species.

Board Member Enstrom stated that he attended the WMO meeting last week and updated the
Board about discussions that occurred at that meeting.

ADJOURNMENT

Motion by Board Member Riley-Daniels and seconded by Board Member Stodola to adjourn the
meeting.

The meeting adjourned at 8:30 p;m.

Respectfully submitted,

Environmental Policy Board / October 5, 2009
Page 4 of5
