<br />Councilmember Dehen returned to the Council Chambers at 8:18 p.m. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to approve contract with <br />Randall and Goodrich for civil and prosecution legal services for the City of Ramsey, with the <br />revision to page 1, fourth bullet to note that the City Attorney will maintain office hours at City <br />Hall of 9:00 a.m. to 12:00 p.m. on the first and third Mondays of each month. <br /> <br />Further Discussion: Councilmember Look noted that there were a lot of good candidates in this <br />process and thinks this was a good exercise that resulted in a cost savings to the City. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />McGlone, and Wise. Voting No: None. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Firearms Item from Consent Agenda <br /> <br />Councilmember Dehen asked for a brief review of Item 5 on the Consent Agenda. <br /> <br />Assistant City Administrator Nelson stated that this came from a recent discussion by the <br />Council to consider relaxing some of the restrictions on firearms and bow and arroW hunting in <br />the City on a permit basis through Police Chief Way. <br /> <br />Councilmember Look stated that he wanted to reassure people that this is updating the <br />definitions and the City is not going to become the "wild, wild, west". He stated that this makes <br />the City more consistent with what the DNR allows Statewide. <br /> <br />Mayor Ramsey noted that for anyone to discharge a firearm in the City this change will require a <br />permit from Police Chief Way. <br /> <br />Councilmember Jeffrey noted that it needs to be clear if these permits are denied, who will <br />ultimately review the appeals. <br /> <br />New Skatepark Signage <br /> <br />Councilmember Look stated that the sign stating the rules and regulations for the new skatepark <br />states that helmets, elbow pads and kneepads are "recommended". He stated that he thinks the <br />City may want to revisit the helmet issue because this is a concrete structure and without wearing <br />a helmet there may be serious injuries. He stated that perhaps the signage should be changed to <br />state that helmets are "required". He suggested that this be discussed at a future Work Session. <br /> <br />Public Works Director Olson stated that he can research the League of Minnesota cities to see <br />what they are doing with regard to that issue and bring it back for a future Work Session. <br /> <br />City Council / June 23, 2009 <br />Page 9 of 11 <br />
