CONSENT# .3 INTRODUCTION OF 2010 SCHEDULE OF RATES, FEES AND CHARGES AND CALL FOR A PUBLIC HEARING By: Diana Lund, Finance Officer Background: Effective June 30, 1991, Ordinance #91-08 amended S7.01.10 of the City Code to allow the City Council to annually set fees. The City is allowed to. annually adopt the Schedule of Rates, Fees and Charges by Resolution, but the City has chosen. to adopt its entire schedule by ordinance. Ordinance adoption provides the opportunity for comments at a Public Hearing and gives adequate time (30 days) before the rates go into effect. Attached is the proposed 2010 Schedule of Rates, Fees and Charges. The 2009 Adopted column represents the City's current schedule of fees. Those items shown in the 2010 column reflect changes only to the adopted 2009 fees. If no changes are noted, the 2009 rates will remain constant in 2009. New for 2010 are proposed charges for frre/police services relating to personal injury accident/extrication charge for non-residents, gas line hits by contractors and illegal burning charges. The above rate increases take into effect staff recommendations, industry standards, rates charged by neighboring cities, individual rate studies such as water utility and annual increases based on inflation. City Council is meeting on the proposed 2010 fees at a worksession on November 18,2009 for further discussion and clarification of the proposed rates.
