f

August 14, 2009

Mr. Greg Coughlin
Metro District State Engineer
1500 West County Road B-2
Roseville, MN 55113

Re: Request for Speed Limit Study

Dear Mr. Coughlin,

I have been directed by the City Council to request that a speed study be performed to
determine the appropriate speed limit on the following street segments: (a) Alpine Drive
from Armstrong Boulevard to TH 47; and (b) Sunwood Drive from Ramsey Boulevard to
Nowthen Boulevard.

Alpine Drive and Sunwood Drive, have been extended under several separate projects to
the point where they now span the width of the city. Often the speed limits for these
various segments were set many years ago when that particular segment of roadway was
constructed. As a result, both Alpine Drive and Sunwood Drive each have three different
speed limits which change three or fourtimes along their length. The variation of the
speed limits is confusing to citizens and law enforcement officials alike. In addition the
development which has occurred recently would suggest that these limits should be
reviewed for their current appropriateness. For example, since the construction of Alpine
Drive in .1990 between Ramsey Blvd and Sunfish Lake Blvd a regional city park has
developed adjacent this segment. The activity in this park has increased significantly
since the last speed study was conducted in 1996.

Please schedule the necessary studies. I would appreciate being advised of the results as
the city desires to see a single uniform speed limit along these roadways. You may
contact me at 763 433-9826 should you have any questions.

Sincerely,

Steven Jankowski PE
City Engineer
