Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Look, Wise, Elvig, and McGlone. Voting No: None. Absent: Councilmembers Dehen and Jeffrey. The public hearing was closed at 7: 11 p.m. Council Business Mayor Ramsey called the regular City Council meeting back to order at 7: 11 p.m. Motion by Mayor Ramsey, seconded by Councilmember Elvig, to adopt Resolution #09-10-243 Approving the Issuance of Bonds by the City of Minneapolis and the Housing and Redevelopment Authority of the City of St. Paul on behalf of Allina Health System Under Minnesota Statutes, Section 469. 152 to 469.165. Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Look, McGlone, and Wise. Voting No: None. Absent: Councilmembers Dehen and Jeffrey. Case #2: Consider Memorandum of Understanding (MOD) with Anoka County Related to City Project #08-27, 167th Avenue NW Realignment Public Works Director Olson reviewed the staff report. Motion by Councilmember Wise, seconded by Councilmember Look, to accept and execute the MOU from Anoka County. Further discussion: Councilmember Look noted the memorandum did not discuss funding. He asked if the County would be responsible for the costs. Public Works Director Olson responded the City would be responsible for the costs if it were part of another project. He stated the project would be state aid eligible if it was a City initiated project, but the County would be responsible if it was a County initiated project. Motion carried.
