<br />Subd. 2. Definitions <br /> <br />The following words and phrases, when used in this section, shall have the meanings set forth: <br /> <br />Business - Any establishment, occupation, employment, or enterprise where merchandise is <br />manufactured, exhibited or sold, or where services are offered for compensation including all <br />governmental buildings, schools, churches and/or non-profit organizations which are primarily <br />operated from a permanent structure. <br /> <br />Business License - The license issued pursuant to the terms of this section. <br /> <br />Home Occupancy - Any structure that has been determined to be a group "R" occupancy by the <br />Minnesota State Building code. <br /> <br />Person - Includes an individual, partnership, corporation, or any body of persons, whether <br />incorporated or formed as an association or not. <br /> <br />Permanent Structure - Any building, structure or alike that has a physical mailing address <br />assigned to it or that pays local taxes to the community. <br /> <br />Vacant Commerical Building - Any building, structure, cover or alike that is unoccupied or has <br />not been used for business for more than 60 days in a commercial district shall be deemed <br />vacant. <br /> <br />Subd. 3 General Requirements <br /> <br />a. License - No Person or business shall operate in the City without first obtaining a <br />Business License issued by the City. <br />1. . Exception: Home occupation businesses are not required to obtain a <br />Business License, however a home occupation business may choose to be <br />licensed in order to be included on the City's business list. This does not <br />exclude them from operating their business in violation of the issuance of <br />a Business License, and the business shall be subject to all other <br />applicable local and other governmental regulations. <br />11. Vacant Commercial Buildings are not licensed by the City, however the <br />owners must furnish basic contact information for emergency contacts <br />through the Business License application process. <br /> <br />b. Application - The applicant shall provide such information as required on forms <br />furnished by the City and shall submit the completed application 30 days prior to any <br />Business's intended occupancy, or 30 days prior to the existing Business License <br />expiration date to the City Clerk. Applications must be returned within 30 days of receipt <br />of the application. An incomplete application, as determined by the City Clerk shaH be <br />returned to the applicant with notice of the information necessary to make the application <br />
