Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #03-08-XXX <br /> <br />RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT <br />FOR IMPROVEMENT PROJECT #03-04 (SEAI_,COAT A_ND CRACKFILL <br />COMMERCIAL STREETS IN BUSINESS PARK 95 AREA - MCKINLEY STREET; <br />UNITY STREET; SUNFISH LAKE COURT; AZURIT~E STREET (CRll6 TO <br />MCKINLEY STREET); 140TM AVENUE (UNITY STREET TO RADIUM STREET); <br />141sT AVENUE (AZURITE STREET TO BASALT STREET) <br /> <br /> WHEREAS, by Resolution 03-08-XXX the City Council on August 26th, 2003, the City <br />Administrator w as directed to prepare a proposed assessment of the cost of improvements to <br />Commercial Streets in Business Park 95 Area - McKinley Street, Unity Street, Sunfish Lake <br />Court; Azurite Street (CRll6 to McKinley Street); 140th Avenue (Unity Street to Radium <br />Street); 141st Avenue (Azurite Street to Basalt Street); and <br /> <br /> WHEREAS, the City Administrator has notified the City Council that such proposed <br />assessment has been completed and filed in his office for public inspection. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br /> ', ? ', <br />That a public hearing shall be held on September 2.~, _00~, at 7:00 p.m. at the Ramsey Fire <br />Station, 15050 Armstrong Boulevard, to pass upon such proposed assessment and at such <br />time and place all persons owning property affected by such improvement will be ~ven an <br />opportunity to be heard with-reference to such assessment. <br /> <br />That the City Administrator is hereby directed to cause a notice of the public h..eafing on the <br />proposed assessment to be published once in the official newspaper at least two weeks <br />prior to the hearing, and he shall state in the notice the total cost of the improvement. He <br />shall also cause m ailed notice t o b e given to the owner-.of each parcel described in the <br />assessment roll not less than two weeks prior to the hearings. <br /> <br />3) <br /> <br />That the owner of any property so assessed may, at any time prior to certification of the <br />assessment by the County Auditor, pay the whole of the assessment of such property, with <br />interest accrued to the date of payment to the City, except that no interest shall be charged <br />if the entire assessment is paid witlzin 30 days from the adoption of the assessment. The <br />owner m ay a t any time, t hereafter, pay to the City the entire amount of the assessment <br />remaining unpaid, with interest accrued to December 31 of the year in which such payment <br />is made. Such payment must be made before November 3 or interest will be charged <br />through December 31 of the succeeding year. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember, <br />and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />-103- <br /> <br /> <br />
