', <br /> <br />Councilmember Elvig stated that he recalled that the developer had a very aggressive market plan <br />in comparison to the McComb's study and it seemed that the absorption rate in the fiscal impact <br />analysis was in line with what was included in the McComb's study. <br /> <br />Mr. FiSeld replied that they would start adding real numbers and projecting back forward. The <br />challenge is looking years down the road and trying to predict what will happen. <br /> <br />Councilmember Strommen stated that she would like to continue to re-evaluate the analysis so <br />that if things change they can make the appropriate decisions. <br /> <br />Councilmember Zimmerman inquired if any costs included roadways. <br /> <br />Mr. Fifield explained that the analysis deals only with capital expenses. It does not quantify' <br />expenditures by other units of governments or special assessments. It attempts to get at the <br />property tax rate. <br /> <br />Mayor Gamec recessed the City Council work session at 8:12 p.m. <br /> <br />Mayor Gamec called the City, Council work session back to order at 8:20 p.m. <br /> <br />2) Ramsey Town Center LLC Development Agreement <br /> <br />City Administrator Norman presented a preliminary draft of the Development A~eement for the <br />Ramsey Town Center and highlig?~fed some of the key components of the ageement. <br /> <br />Tim Engen, Ramsey Town Center, LLC, presented color renderings of the Town Center site <br />identifying infrastructure they would be responsible for and what infrastructure they are <br />proposing the City construct. <br /> <br />Councilmember Zimmerman inquired if the County has committed to expending any funds for <br />roads. <br /> <br />City Administrator Norman replied that staff and Ramsey Town Center, LLC would be meeting <br />with the County to discuss the issue. <br /> <br />Mr. Engen noted that all the roads within the Town Center would be public roads. <br /> <br />Councilmember Kurak questioned the County's a~eement regarding accesses onto C.R. #116. <br /> <br />Principal City Engineer Olson explained that the agreement allows for six accesses along C.R. <br />#116 from Ramsey Boulevard to Armstrong Boulevard.
