,Mr. En,~en replied that if ire City participates in the financing of the structures it limits the <br />passing of on~going maintenance costs. <br /> <br />City Administrator Norman noted that it could cause a problem with restricting the use of the <br />ramp. <br /> <br />Councilmember Kurak inquired if it would be possible for the City to rent the structures to the <br />associations to generate some revenues, <br /> <br />Mr. Engen replied that there could be a number of lease options. He explained that the reality of <br />structure parking is iF the cost is totally allocated to retailers they will avoid coming into the <br />development. <br /> <br />City Administrator Norman noted that there would be revenue created from the development to <br />maintain the ramps once the site is completely built out. <br /> <br />Mayor Gamec replied that there would be immediate maintenance needs that the City, will have <br />to pay for. <br /> <br />Councilmember Kurak stated that a retail center would typically have to pay for a parking lot and <br />the maintenance of their lot anyway so she did not see the difference with a parking structure. <br /> <br />Mr. Engen replied that the Town Center site does not have the room for all the parking lots. At <br />£ull build-out, they will be generating $180,000 million in sales and without structured parking <br />there will not be those revenues. One of the current proposals for the design of City Hall is the <br />incorporation of the City Hall with'the structured parking lot and one of the reasons that they will <br />get one of the large retail components is because of the structured parking. <br /> <br />Mayor Gamec stated that he would like to Imow what the ramps would cost the City on an <br />ongoing basis. <br /> <br />IvLr. Engen replied that he would provide that information. <br /> <br />Councilmember Elvig inquired if it would be a benefit to create a special taxing district. <br /> <br />Mr. Engen replied that that option is included in the development ageement. <br /> <br />Councilmember Elvig noted that he would be talking about a special sales tax district. <br /> <br />Mayor Gamec replied that that would take special legislation. <br /> <br />Paul Domxa noted that it was not real likely to happen for this type of project. <br /> <br />-10- <br /> <br />City Council Work Session/July 15, 2003 <br /> Page 6 of 8 <br /> <br /> <br />
