Mr. Herzane stated he too had the quest~bn of what would go in the building and what would stay
out of it. He is a proponent of the building, although it will be on the side of the yard closest to
his property, but he is looking for clarification on the purpose.

Commissioner Brauer asked if Mr. Herzane had issue with the vehicles he could not fit in the
building.

Mr. Herzane stated those along the back of the yard as they are now are not an issue. He added if
the building is constructed where it is proposed it would act as a boundary, line so he probably
could not see what was remaining in the yard.

Assistant Community Development Director Tmdgeon noted that any vehicle on the premises
has to be operable and licensed and on a surface. Trailers can be on the pass, as well as boats.
He stated there was an .issue in the past with vehicles, but if they are stored proPerly, and
operable, or in the building, they would be allowed.

Commissioner Brauer clarified trailers could go anywhere on the propeR.

Assistant Community Development Director Trudgeon stated that is how the code reads.

Commissioner Brauer stated if Mr. St. Hilaire keeps his non-operable vehicles in the building,
the rest is okay.

Assistant Community Development Director Trudgeon reiterated that according to the currem
code, that is correct. ~..

Annette Herzane indicated Mike and Nadine St. Hilaire are ~eat neighbors, but the previous.
neighbors took impeccable care of the property, so th_is is a change. She indicated ti/ere are seven
to n/ne .vehicles there on any given day, and she is concerned about the property,, value of their
home. She noted they had an appraiser come out and it was his concern also. She stated if the
building was up it may help, but she is concerned about there being so many vehicles. She
knows the City Code allows them, but she thinks maybe it should be looked at.

Mr. Simanco a~eed they were good neighbors. He indicated he was asking about the number of
vehicles they can store. He has heard Ramsey is considered a junk yard, which is not true but is
the perception of many who do not live here.

Chairperson Johnson stated they all understand there is work to do on the Highway 10 corridor.
He asked Ms. St. Hilaire what his thoughts were on what would be stored in the building.

Mr. St. Hilaire indicated he does not have commercial vehicles, and does not run a business out
of his house. He has a box van, an R¥ and several boats. He stated if he believes he can fix it
and make money on it, he will buy it. He wants to be able to work in the building. He indicated
he brought in Class 5 material, and ever~hing is licensed. He has the trailers across the back of

Planning Commission/August 7, 2003

-159-
