CASE # <br /> <br />CONSIDER ENTERING INTO AGREEMENT WITH MNDOT RELATING <br />TO INTERSECTION OF RAMSEY BOULEVARD AND HIGHWAY 10 <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />The City entered into an agreement with Turtlemoon, Inc. for the development of Rivenwick 3rd <br />Addition. You may recall that this subdivision required the connection of RJverdale Drive to <br />Highway 10 through the construction of Ramsey Boulevard, the fourth leg 0fthe <br />Ramsey/Highway 10 inLersection. The configuration of ti'ds intersection is presently uncertain <br />due to the impact of the traffic generated from the Ramsey Town Center. You may also recall <br />that the Development Agreement limits the number of units within the Rivenwick 3rd subdivision <br />until the connection Ramsey Boulevard to Highway 10 becomes operational. <br /> <br />The reconstruction of the Ramsey/I-Iighway 10 intersection to include the additional lanes <br />required for the Ramsey Town Center is currently anticipated to take place in In order <br />to construct the south leg prior to that time, MnDOT 'has agreed to accept a temporary sig-nal <br />system at this intersection during the interim. <br /> <br />Attached to this case are two agreements between the City and MnDOT which must be executed <br />before this temporary signal will be allowed. The first document is Traffic Control Signal <br />Agreement No. 85509R. Items 1 and 2 of this agreement which require the preparation of plans <br />and specifications has already been completed by the developer and have been approved by <br />MnDOT. The second agreement is a Memorandum of Understanding which identifies the <br />responsibilities of the City and MnDOT relative to the permanent traffic signals at this <br />intersection. <br /> <br />The City's agreement with the Pdvenwick 3rd Developer in his current development 'agreement is <br />that he will pay the costs associated with the construction and signalization of the Highway 10/ <br />Ramsey Boulevard intersection. A supplemental development agreement with the Developer has <br />been prepared and attached to this case. T-his supplemental agreement proposes to make the <br />obligations accepted by the City in (hese two Mn/DOT agreements.' The financial responsibility <br />below is a summary of the Developers responsibilities outlined in this supplemental agreement: <br /> <br />· The Developer will design, install and pay for the inspection of the temporary traffic <br /> signals and lane modifications on Highway 10. <br /> <br />· The Developer will pay the City $19,000 for the State furnished materials identified <br /> in item 3 of Traffic Control Signal Agreement 855097R. <br /> <br />· The Developer will contribute $52,500 in cash to the City as payment for the_City's <br /> estimated share of the permanent signals (26.25% of $200,000). <br /> <br />-255- <br /> <br /> <br />
