MEMOlrh~NDUM OF UNDERST.~NDING BETWEEN <br />THE MINNESOTA DEPARTMENT OF TR_ANSPORTATION <br /> <br /> THE CITY OF RAi~.[SEY <br /> <br />Julv .~O, o -, <br /> <br />W ~ER_EA.S, the Minnesota Depa~ment or i ransportauon ("State") is developing a project to <br />replace the existin~ cig-ha! ar the intersection of Trunk Highway 10 ("TH i 0") and Ramsey <br />BoulevardL~noka County Road 56 ( Intersection ) in the City ofRamsev I vl~ ~: and. <br /> <br />VvZ~iEREAS, the exisrint Intersection consists oft~ee legs - two legs for eastbound and <br />westbound T,~q i 0 and one ie~. for nor'&bound Ramsey Boulevard; and, <br /> <br />¥¥2-IEREAS, the Cie' has approved development plans for land located south of TH I0 that <br />require an additional leg to the existing intersection; and, <br /> <br />WHEREAS, the City is supporting the development of land located north of TH 10 that would <br />sig~ficant!y increase traffic at the Intersection; and, <br /> <br />W¥!EP,_EAS, the increased traffic at the Lntersection will require sigx~ificant geometric <br />improvemems; and, <br /> <br /> ? W <br />NO , <br /> <br />YV~r-i_EP~AS, there is uncertainty regardfl~g the £mal geometric design of the ~tersection as we!l <br />as the timeframe of geometric maprovements. <br /> <br /> Ti~iER_EFOR_E, the pan/es hereto state as follows: <br /> <br /> The State will postpone investing m the cig-hal project cun-ently progammed at this <br /> Intersection. <br /> <br />The City.. will, at City cost, construct a wood pole si~al system and a fourth leg at this <br />Intersection so that the land development to the south of TH i 0 will meet Ci~ and State <br />requirements. <br /> <br />The pe~anent signal wilt be constructed after decisions are made about the needed <br />~,~,~° .... *D' at this intersection and when the State can pro,am the imsrovements.. <br /> <br />The san/es anficioare that the cost of the penmanent si~o~-nai system will be split as follows: <br /> a. State will pay 73.75% of the pe~maanent signal system costs. <br /> b. City will pa), 26.258/o of the .permmlent sisal system costs. <br /> <br />5. The cosi participation of roadway construction due to geometric changes at the <br /> Intersection will be derem~ined in the i~rare based on the State~s cost participation policy. <br /> <br />-260- <br /> <br /> <br />
