Councilmember Strommen inquired if there had been any challenges in the other communities. <br /> <br />Human Resources Manager Reed replied not that she was aware of. <br /> <br />Mayor Gamec stated that he was fairly conSdent that the Legislature would be matting changes <br />to tl~e law next year. <br /> <br />Captain Dwyer noted that the problem with posting the sig-ns is that it is difficult for the Police <br />Department to enforce. <br /> <br />Councilmember Cook inquired as to what would happen if the City were to do nothing relating to <br />the Conceal and Carry law. <br /> <br />City Attorney Goodr/ch replied that the State law controls the issue. <br /> <br />Human Resources Manager Reed explained that even if the City does not adopt the policy <br />regarding employees there is a statute that relates to Police Officer and that they are the only <br />employees in a government organizations that is permitted to carry a firearm. Ms. Reed. also <br />presented a policy for consideration pertaining to volunteers where a volunteer would have to <br />sign an a~eement stating that they would not can-), firearms while volunteering for the City prior <br />to being considered. <br /> <br />Mayor Gamec requested that each Councilmember state his or her opinion on the issue. <br /> <br />Councilmember Kurak she was unsure of where she stood on the issue. <br /> <br />Councilmember Strommen felt that there needed to be more discussion on the issue before any <br />decisions were made. <br /> <br />Councilmember Cook stated that people who receive a conceal and carry permit are reqtfired to <br />go tt~-ough screening and training. Because of that he felt that they should leave things as they <br />currently are. He did not believe that the new law would give the City any problems. <br /> <br />Councilmember Elvig felt that they should either leave things as is or prohibit firearms in the <br />private areas of City Hall and the Council chambers. <br /> <br />Mayor Gamec stated that he would prefer that firearms were prohibited in all City areas. <br /> <br />Councilmember Pearson stated that he felt that firearms should be banned on all City property. <br />He noted that he would also be in favor of installing keypads on the doors within City Hall. <br /> <br />City Attorney Goodrich inquired if the CounCil was in a~eement that City employees should not <br />be permitted to carry firearms while conducting City business. <br /> <br />-26- <br /> <br />City Council Work Session/July 29, 2003 <br /> Page 4 of 13 <br /> <br /> <br />
