Councilmember Pearson commented 'that eventually the City will not be collecting park <br />dedication £unds, and then what are they going to do to maintain the parks. The developer does <br />not care where the money goes so he thought it was agood idea to build up a maintenance fund. <br /> <br />Councilmember Cook questioned when development stops in the City where will they collect <br />money to maintain the parks. He felt that they needed to establish a maintenance fund separate <br />from development. <br /> <br />Councilmember Elvig stated that eventually the funds collected from a developer will dry up, but <br />that is something they see coming and they can plan for. Allowing some flexibility to use some <br />of those funds collected for parks he would be looking for a two to three year program where <br />they can dedicate dollars to maintenance to ease the budget problems. <br /> <br />Councilmember Kurak stated that they would not be taldng away from the park dedication fund <br />they would be diverting, some of the future funds collected for a while to help alleviate the budget <br />crunch. <br /> <br />Mayor Gamec noted that $200 a unit does not amount to much for maintenance. <br /> <br />Parks/Utilities Supervisor Pdverblood explained that the park trust fund is healthy but there is not <br />enough money to cover the projects included in the Park's Capital Improvement Progam. The <br />one thing they have not really talked about is trails. There are trail fees, but there are-million <br />dollars worth of trail needs as well. <br /> <br />City Administrator Norman stated that State law restricts how the Citycan use park dedication <br />funds. <br /> <br />Parks/Utilities Supervisor Riverblood explained that they would have to establish a' separate fee <br />and separate it from the park dedication fee. <br /> <br />Councilmember Strommen suggested that there be a park dedication fund and a park <br />maintenance fund. <br /> <br />City Administrator Norman stated that the new fee would have to be for all future developments. <br /> <br />Councilmember Strommen stated that if they move forward with establishing a maintenance fee <br />they need to keep the understanding that they cannot move away from using the general fund for <br />maintenance as well. <br /> <br />Councilmember Cook noted that they would not have capital monies to Comp}ere all the projectS <br />as well as cover future maintenance. <br /> <br />City Council Work Session/July 29, 2003 <br /> Page 11 ofl3 <br /> <br />-33- <br /> <br /> <br />
