Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Community Development Director Sylvia Frolik <br />Captain Tim Dwyer <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work sesslon of the City Council to order at 6:00 p:m. <br /> <br />WORK SESSION TOPICS FOR DISCUSSION <br /> <br />1) 2004 Budget <br /> <br />City Administrator Norman explained that this work session was the start of the 2004 budget <br />discussion. The Council is required to adopt a preliminary budget before September 15th, with <br />final adoption occurring the first meeting in December. After the preliminary budget is <br />approved, the Council typically continues worldng on the budget. The purpose of this meeting <br />was to complete a preliminary review of the proposed 2004 budgets, but not focus on possible <br />cuts. <br /> <br />Finance Officer Lund presented the overall summary of the 2004 budget explaining that there is a <br />shortfall of $105,000 if they were to begin collecting franchise fees.
