Councilmember Kurak stated that the City currently does not have a fee schedule for some of the <br />larger buildings that will be constructe~t within Town Center and inquired if that is something <br />that should be established. <br /> <br />Finance Officer Lund explained that the City follows the state building code when collecting <br />fees. <br /> <br />Councilmember Kurak noted that there will be a lot of money coming in to.the City in permit <br />fees from the Town Center. <br /> <br />Director of Public Works,rFire Chief Kapler noted that not all of the inspections would happen in- <br />house, some of the inspections will have to be contracted out. <br /> <br />Councilmember Elvig inquired if the City charges a management fee for any work that is <br />outsourced for a development. <br /> <br />Finance Officer Lund replied no, explaining that the fee is passed directly on to the developer. <br /> <br />Councilmember Elvig stated that the City should be collecting a fee for managing the <br />outsourcing. <br /> <br />City Administrator Norman stated that he thought that the administration fee was a good <br />suggestion. <br /> <br />Councilmember Elvig inquired as to why they were projecting less revenue from plan check fees <br />in 2004. <br /> <br />Finance Officer Lund explained that she has to base the amount on developments currently <br />proposed for 2004. '- <br /> <br />Councih~aember Zimmennan inquired if the City was locked into what the State allows them to <br />charge for building permit fees or can the City establish their own fees. <br /> <br />Community Development Director Frolik explained that starting next year the City can set their <br />own fees, but the State will mal~e their recommendations. <br /> <br />Councilmember Zirmnerman requested that staff review what other cities are charging for permit <br />fees and if the State has any control over the fees charged. <br /> <br />Finance Officer Lund presented a survey of what communities in the metropolitan area are <br />charging in park dedication fees. <br /> <br />Mayor Gamec requested that staff research what the surrounding communities charge for trail <br />fees and park dedication. <br /> <br />-40- <br /> <br />CiW Council Work Session/August 6, 2003 <br /> Page 4 of 11 <br /> <br /> <br />
