Community Development .Director Frolik explained that typically the planner working on the case is the one who would need to address the questions of the citizens. Councilmember Kurak inquired if staff was thinking about contracting out for a building inspector for Town Center. Mayor Gamec replied that that is something they will be talking about. Councilmember Zimmerman noted that he would want to make sure it is someone the City hires, not someone the developer hires. The Council discussed briefly the current health benefits and staff informed the Council that they are looking at redirecting the benefit dollars. Community Development Director Frolik reviewed the Enviromr~ental Services budget, which would remain the same. Finance Officer Land noted that the entire salary for the Environmental Specialist would come from the landfill trust fund. Councilmember Elvig inquired if it was possible to provide benefits to Mr. Bacon since he has been with the City for 25 years. Assistant City Administrator Nelson replied that the City would have to look at it for the entire organization to provide benefits for part time staff. Councilmember Elx, i g suggested t~'e idea of increasing his pay. Councihnember Zimmerman a~'eed. Community Development Director Frolik replied that that is something staff can research. Director of Public Works/Fire Chief Kapler reviewed the En~neering Department budget, which would include the addition of an Engineering Tech II position, twhich would work as an engineering inspector. He noted that staff believed that this position would be supported by billable time. Councilmember Elv/g inquired if there was need for similar staff. Director of Public Works/Fire Chief Kapler replied that in the future possibly yes. City Administrator No,Than suggested that they look half way through 2004 at the creation of a similar position.
