somewhere else in the City. He felt that the park dedication should be split with 25 percent of it
going into a specific district and 75 perdent going into a citywide fund.

Councihnember Elvig agreed that they could increase their costs and he liked the idea of malting
park dedication fees somewhat responsible for maintenance. He suggested increasing the fee
$400; $1600 would be for park dedication and $600 would be for maintenance with the
maintenance amount not to exceed $500,000.

Councilmember Strommen thought that they needed to ask staff what was reasonable rather than
the Council putting together the numbers.

Mayor Gamec suggested leaving the park dedication fee as is and then establish a contingency
fee.

Director of Public Works/Fire Chief Kapler replied that staff would bring back some options.

Mayor Gamec recommended that staff recommendations be Presented at the next Finance
Committee meeting.

Councilmember Zimmerman suggested that the issue should go through the Park Commission as
well.

Assi stunt City Administrator Nelson noted that staff needs to a review what they can legally do.

Director of Public Works/Fire Chief Kapler noted that in the future there will be a need for
special equipment in the Public Works department.~vith the development of Town Center. That
is something staff is talking about and are also putting together a timeline.

Mayor Gamec stated that he thought it would be a good idea for staff to put together a list of
what they feel the maintenance issues will be with the Town Center.

Councihnember Elvig inquired 'if there was a way for the park Cormiiission to make an estimate
on what maintenance costs will be on a specific project.

Director of Public Works/Fire Chief Kapler replied that if that is something the Council wants it
will be an automatic process.

Mayor Gamec replied that he felt that that is something that should be included.

Councilmember Elvig inquired if it was possible to cut $100,000 from the street maintenance
program.

Director of Public Works/Fire Chief Kapler replied yes, explaining that staff would rean'ange the
program, but it does have some consequences. It is an area that they could provide options to the
Council. "

City Council Work Session/August 6, 2003
Page 9 of I1

-45-
