<br /> <br />7550 Sunwood Drive NW Ramsey, MN 55303 <br />City Hall: (763) 427-1410 Fax: (763) 427-5543 <br />www.cLramsey.mn.us <br /> <br />Memo <br /> <br />To: Brian Olson <br />From: Leonard Linton <br />CC: Storm Water Utility File <br />Date: October 22, 2009 <br />Re: Account History for 14000 Sunfish Lake Blvd, 6451 McKinley Street and 6250 Bunker Lake <br />Blvd <br /> <br />Staff received a request in May 2009 from Mr. Sharp to recalculate the rates for 14000 Sunfish Lake <br />Blvd, 6451 McKinley Street and 6250 Bunker Lake Blvd. He owns each of the properties and they <br />have similar buildings; however the stormwater utility rates were significantly different for the <br />properties. <br /> <br />The storm drainage utility credit application foni1 indicates an owner may request in writing that the fee <br />be recomputed. If an error of more than 20% has been made the fee will be adjusted effective the <br />quarter after receipt of the letter. No adjustments will be made retroactively. <br /> <br />The property at 14000 Sunfish Lake Blvd. was included in the original storm water utility calculations <br />performed in 2000 under the name Vadnais Insulation. The property was purchased and developed by <br />Sharp and Associates, Inc. in 2001. The new improvements were submitted to the City for review and <br />approval in 2 phases. The first phaSe review letter was written on February 21,2001 and listed an REU <br />of 21.73 for the 9.7 acre parcel. TIle second phase review letter was written on December 14, 2001 and <br />listed an REV of 26.68 for the same 9.7 acre parcel. The property received fmal plat approval as <br />Sunfish Gateway in June 2002. This plat created the current lots, 140th Court and the lots north of 140th <br />Court from the original 9.7 acres. <br /> <br />Staff compared the stOlID water utility accounts on record with the Connexus billing in early 2004. The <br />review indicated 6451 McKinley Street was not being billed for stormwater.. The property was <br />calculated at 4.299 acres and 78% impervious cover for an REU of 16.3. Tllis new billing started April <br />16, 2004. The REV for 14000 Sunfish Lake Boulevard was not changed from the 18.0 charged to <br />Vadnais Insulation at that time. The PIN book published annually by Anoka county and the 2003 aerial <br />photos were used in the 2004 review, GIS was not used. These calculations were made using the best <br />information available at that time. <br /> <br />The review was performed using the most current county parcel data available in GIS and the 2008 <br />color aerial imagery of the City. The results of the review are summarized below: <br />
