<br />CASE # ~ <br /> <br />NO PARKING RESTRICTIONS ON PUBLIC / PRIVATE STREETS <br />By: Steven Jankowski, Assistant City Engineer <br /> <br />Background: <br /> <br />At the October 20,2009 Public Works Committee meeting there was a concern raised by the Fire <br />Chief relating to the lack of No Parking signs on both public and private streets within the <br />Village of Sunfish Lake subdivision. Although this subdivision was required to post parking <br />restrictions as a condition of the development, no signs are currently in place. Concern was <br />expressed relative to the scope of other such parking restriction omissions. A listing of <br />subdivisions having "narrow" width streets (streets having curb and gutter which are less than <br />the standard 32 foot width) is attached to this case. This table identifies subdivisions which have <br />been platted mostly within the past nine years, beginning with Mallard Ponds in 2000. Staffwill <br />be conducting site visits to determine the status relating to the need for and noticing of the <br />needed restrictions with the goal of identifying the cost of bringing the current street system into <br />compliances with necessary parking restrictions. <br /> <br />There are two basic methods for noticing parking restrictions; signage and curb painting. Signage <br />requirements are dependent upon individual situations and many sign wording options are <br />available to minimize the number of signs needed. Curb painting should generally be used in <br />conjunction with signage in our climate, where painting is frequently obliterated by snow and ice <br />accumulations. Curb painting without signage should be limited to relatively short distances in <br />typically restricted parking locations, such as, areas adjacent to crosswalks and fire hydrants. <br />These are locations where state statute prohibits parking and the curb painting is useful in adding <br />emphasis to the restriction. <br /> <br />The cost of placing a single sign including a pole is $200. lfthe sign can be placed on an existing <br />pole the cost would be reduced to $50. The cost of curb painting is approximately $0.40 per foot. <br /> <br />Staff is currently surveying the attached listing of subdivisions which may require additional <br />parking restrictions and estimating the cost for achieving proper no parking notice. Staff also <br />intends to identify escrows which may be available for implementation of the necessary signage. <br /> <br />Recommendation: <br /> <br />Staff recommends that the City Attorney identify the authority allowing the City to post parking <br />restrictions on private streets, and that the City proceed to implement parking sign restrictions <br />once available funding sources are identified. <br /> <br />Action: <br /> <br />Motion to recommend to City Council that the City Attorney identify the authority allowing the <br />City to post parking restrictions on private streets, and that the City proceed to implement <br />parking sign restrictions once available funding sources are identified. <br />
