per child enrolled in the program because this project cannot move forward without this amount
to be determined. Chairperson Elvig suggested a source that is out there is if you have a building
out there it is an opportunity for concessions. City Administrator Ulrich suggested another option
is signing over those concessions to the Athletic Association for an annual lease amount.

Redevelopment of Central Park is broken into two projects. One is the circulation of parking
issue, extending the north parking lot extending to the east and allowing for connection down to
park property and creating new roadway for additional parking. Full $500,000 improvement is
for converting everything else to City standard putting curb and gutter around all other parking
areas, Staff recommendation is to move forward with $150,000 of this to get the roadway
constructed and additional parking constructed and put off on redevelopment of existing facility
to bring those up to curb and gutter standard and defer $350,000 into year 2012. Chairperson
Elvig asked about the property to the east which is the church property. City Administrator
Ulrich asked if this Committee concurs he would like to get full Council authorization to start
some discussion with the church property.

Staff will be moving forward with rural trail connections from Elmcrest Park all the way north to
Trottbrook along 47 on the west side of the roadway.

Alpine Drive and Armstrong Boulevard will be delayed until 2011 in light of the discussion until
we get a development that needs it.

Jankowski discussed last sheet labeled 2010 proj ects which staff is pushing over to the future
years.

Chairperson Elvig asked for a description of the realignment of Alpine Drive. Assistant City
Engineer Jankowski responded the realignment of Alpine Drive is the signalization of Alpine
Drive and County Rd 5 along with some closures of the southern end of old County Road 5.
This is part of the highway safety improvement program that the Street Supervisor requested
from the County.

No action is required at this time since these projects will also be reviewed by the Finance
Committee on November 10, 2009 for additional comment and then forwarded to the Council for
final action.

COMMITTEE INPUT

ADJOURNMENT

Motion by Councilmember Dehen, seconded by Councilmember McGlone to adjourn the Public
Works Committee Meeting.

Motion carried.

The regular meeting of the Public Works Committee adjourned at 9:10 p.m.

Public Works Committee / October 20,2009
Page 7of8
