~

CITY COUNCIL WORK SESSION
Topic Report: Discuss Skate Park Signage at
Alpine Park
By: Tim Rimmer, City Engineer

Background:

The City Council briefly discussed the skate park signage at Alpine Park on June 23,2009. The
discussion centered on the specific language related to safety equipment use; whether we should
recommend or require such equipment. One concern staff had with the word "require" is that we
would then have to staff the site to ensure compliance with this rule. Ifwe require their use and
don't enforce the rule are we liable or negligent if someone were to get injured?

Staffhas researched the League of Minnesota Cities (LMCIT) language regarding skate parks
(attached) and it appears that we are consistent with their requirements. The skate park at Alpine
Park was intentionally designed to meet the requirements of a tier 1 park as defined the LMCIT.

Recommendation:

Staff recommends reviewing the exact language on the skate park signage to ensure consistency
with the LMCIT requirements, and continuing to use their terminology of "strongly recommend"
the use of personal protective equipment.

Action Statement:
Motion to direct staff to ensure compliance with LMCIT tier 1 skate park requirements.

Attachments:

LMCITskatepark risk management information
LMCIT coverage for skateparks

Reviewed by:
DirectorOfPubliCW~.. ci lliU=

City Adminislmtor f:i:, A

CCWS:

11/17/2009
