<br />Tier 2 facilities have features with heights greater than 48 inches in height. Premium rates for <br />tier 2 skateparks will range from $2,500 to $7,500. Factors that will affect the premium charge <br />include: <br />. Anticipated attendance levels <br />. Size and number of ramps <br />. Hours of operation of the facility (i.e., open a few days a week versus each day) <br /> <br />A list oftier 1 andtier 2 skateparks in Minnesota is included at the end of this memo. <br /> <br />Loss Control Guidelines for Tier 1 Skateparks <br />LMCIT strongly recommends the following: <br />. Personal protective equipment such as helmet, elbow pads, kneepads and proper footwear <br />should be used at all times. <br />. Advisory signage. Signage should outline the rules and regulations of the park and <br />recommend use of personal protective equipment (as noted above). <br />. Structural integrity for each skatepark. <br />. Features placed in fixed positions. <br />. Periodic security inspections. The city's law enforcement and/or recreation department <br />personnel should perform formal, periodic security inspections to ensure park rules and <br />regulations are being observed. <br />. Regularly scheduled maintenance and inspection program. The frequency of this activity <br />will depend on the usage level of the park. <br />· Appropriate safety guardrail placed on the back or comer of any skatepark feature that is <br />48 inches in height. This is intended to help prevent accidental falls off those areas. The <br />guardrail shall be designed so that use of it as a skatepark feature is discouraged and that it <br />does not create entrapment hazards. <br /> <br />Loss Control Guidelines for Tier 2 Skateparks <br />LMCIT strongly recommends all the above-stated tier 1 recommendations in addition to the <br />following: <br />· Fencing or other adequate security measures are in place to control access to the park when <br />it is not in operation. <br />. Adequate, on-site supervision of the park while it is in operation. <br />· "Waivers ofliability" signed by the park users if they are age 18 or older. For park users <br />under age 18, waivers are to be signed by the user's parent or legal guardian. <br /> <br />If you are considering a skating facility, the five most important areas to include within your plans <br />are: <br /> <br />. Environmental controls; <br />. Supervision; <br />. Facility rules, regulations, and signage; <br />. Maintenance and safety inspections; and <br />· Enforcement of skaters wearing personal protective gear. <br /> <br />4 <br />
