<br />3) Repair of Septic System at 16207 Azurite Street <br /> <br />City Engineer Jankowski reviewed staffs report. <br /> <br />Councilmember Wise asked how long the residents had owned the property. He was concerned <br />if the property owners were upside down on their mortgage and was there a risk of foreclosure. <br /> <br />City Engineer Jankowski responded the property owners had lived in the property for a couple of <br />years, but they were upside down on their mortgage. <br /> <br />Public Works Director Olson noted the assessment would go with the land and not the owner. <br /> <br />Councilmember McGlone stated he was at the meeting where this request was made. He noted <br />one of the residents had lost their job and they were having trouble paying their mortgage. He <br />indicated the owners had done due diligence to try and find funding for the replacement of the <br />septic system. He indicated the septic tank was failing and there were serious issues with respect <br />to health concerns. He asked this proceed as soon as possible. <br /> <br />Councilmember Look asked how the system was failing. <br /> <br />City Engineer Jankowski responded it was the drain field failing. <br /> <br />Councilmember Look asked if the owners had considered bioremediation. <br /> <br />City Engineer Jankowski responded he did not believe the owners had considered bioremediation <br />and he would look into bioremediation as an alternative. <br /> <br />Councilmember Elvig believed property owners needed to show three denials in the future also. <br />He indicated with this property owner however, there was a hardship. <br /> <br />City Administrator Ulrich asked if an assessment would be ahead of any mortgage. <br /> <br />City Attorney Goodrich responded it would. . <br /> <br />Councilmember Look stated he wanted further information as to whether these owners were <br />intending to let the home go into foreclosure. <br /> <br />4) Update on 2009 Council Goals <br /> <br />Deputy City Administrator Nelson reviewed staffs report. <br /> <br />Councilmember McGlone requested train whistles be addressed. <br /> <br />Mayor Ramsey stated he would like whistle free through Alpine and Jarvis. <br /> <br />City Council Work Session / October 13, 2009 <br />Page 3 of 4 <br />
