<br />FORESrClTY <br /> <br />City of Ramsey Town Center Proposal <br /> <br />EXECUTIVE SUMMARY <br /> <br />Forest City and Strategic Advisory Group aim to partner with the City of Ramsey to create a meaningful <br />and sustainable focal point for the community and its stakeholders. More broadly, our team wishes to <br />work with the City of Ramsey on this endeavor in order to support their important mission: to provide <br />a town center development that creates an immediate economic and social impact, while providing a <br />development template for the City's long-term growth and expansion. This opportunity aligns well with <br />our philosophy of "doing well by doing good." <br /> <br />Forest City is perhaps the real estate company in the United States best suited for consideration as the <br />City of Ramsey's partner, as we are among the most prolific developers of master planned communities, <br />lifestyle shopping centers, and mixed use projects in the United States. Forest City excels in creating <br />places and experiences that become cherished by communities - places to return to again and again. <br />For example, working in collaboration with public and community partners in Rancho Cucamonga, <br />CA, Forest City developed Victoria Gardens - a place that has become much more than just a lifestyle <br />center. Victoria Gardens has become the adopted downtown of a community that did not have a central <br />gathering place. Also, Forest City's redevelopment of the former Stapleton International Airport in <br />Denver is the model of mixed-use, high density, sustainable growth. Stapleton is the largest urban infill <br />and development project in the United States, covering over 2,900 acres. <br /> <br />Strategic Advisory Group is one of the leading advisory firms worldwide with direct experience <br />in hospitality, residential, retail, and office and economic bond and public-private partnership <br />administration. Having participated in 250 developments in 1.50 cities worldwide, SAG brings a wealth <br />of knowledge to this proposed endeavor. Forest City Development and SAG are poised to execute The <br />City of Ramsey's request to administer and execute theirTown Center project. <br /> <br />A GREAT PROJECT REQUIRES A WELL DEFINED PLAN <br /> <br />ForestCity and SAG are owner/developers with extensive experience and real estate holdings. For unique <br />clients and special projects, we will provide development and program management services. Our ability <br />to bring a wealth of experience from an owner/developer's perspective is what sets our team apart. With <br />our experience, we can execute the City's vision for a sustainable work-live-play development. Ourteam <br />is positioned to bring together the three dimensions of experience, vision and implementation. <br /> <br />SHORT AND LONG-TERM GOALS <br /> <br />Our goal will be to ensure both the immediate-and long-term success of the Town Center in the City <br />of Ramsey. In the near term, this reflects our efforts to collaborate with the City of Ramsey in creating <br />an effective framework for communication and decision making, assessing the market, and reaching <br />consensus with economically viable design and town center alternatives. In the medium term, it entails <br />getting shovels into the ground for the initial phase of development with a vision that enables the <br />creation of a "great place." The initial phase must properly forecast the infrastructure requirements <br />necessary for future phases, add value, and generate revenue.
