The residents of this <br />burgeoning town, located in Southern <br />California's Inland Empire, consist mostly <br />of upwardly-mobile professionals and <br />young, growing families. The problem <br />was the city lacked a downtown to <br />call its own. Residents had no central <br />gathering place where they could go <br />for a night out, where a grandmother <br />could take a grandson to the library, or <br />where neighbors might spontaneously <br />bump into each other in a shop or along the paseo. That all changed when Forest City entered into a <br />partnership with the City of Rancho Cucamonga to create a new downtown: Victoria Gardens.
