<br />Motion by Commissioner Elvig and seconded by Commissioner McGlone to fund sending <br />Mayor Ramsey. Councilmembers Elvig and Look and the City Administrator to the ICSC <br />Conference in Chicago and recommend the EDA fund sending the Economic Development <br />Coordinator. Funding for the event would not exceed $4,500. <br /> <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Elvig, McGlone, Jeffrey, <br />Look, Ramsey and Wise. Voting No: None. <br /> <br />Case #6: <br /> <br />Discussion of Authorization to Issue RFQ for Development Services for <br />Town Center <br /> <br />Planning Manager Miller stated that the City Council and the HRA have discussed, several <br />times, the possible need for assistance with the development of Town Center. As the revisioning <br />is coming to a close, the next step is determining land prices and creation of a development pro- <br />forma. HRA has directed staff to draft a Request for Qualifications for Development Services <br />for consideration and review. Staff has prepared that RFQ and it is in the agenda packet for <br />reVIew. <br /> <br />Commissioner Look commented we have a track record with Landform and he assumed all <br />responders will have a similar price. They will say we need to put together public meetings. The <br />risk we run is people asking didn't we already do this. He stated he likes what he has heard from <br />Landform and would recommend staying with them. <br /> <br />Deputy City Administrator Nelson stated this is a rather complicated set of services. We should <br />take 60 days or so - time to do it right. This relationship could go on for years. <br /> <br />Chairperson Dehen stated he understands Commissioner Look's comments but he would like a <br />bidding process to give everyone a fair shot. <br /> <br />Commissioner Look stated there is no feasible way anyone on the outside can come in and be up <br />to speed and be efficient without public process. Do we really want to put all our people through <br />this again? <br /> <br />Chairperson Dehen stated we did not want to do that. He added that when Landform came in it <br />was sold to the Council that Landform was the only one that could do this. Now we are adding <br />to this and he feels it's appropriate to ask for others to bid. This is similar to the situation with <br />the thing with Jim Lasher. I asked for other bids to see if Mr. Lasher was indeed the best price - <br />and it turned out he wasn't. Chairperson Dehen reiterated he wanted to see this process <br />followed. <br /> <br />Commissioner Ramsey stated that the only thing we will be requesting is for qualifications. <br /> <br />Ms. Nelson stated that we asked them to give us a dollar amount. <br /> <br />Housing and Redevelopment Authority I October 6, 2009 <br />Page 10 of 14 <br />
