November 2, 2009

. . '

City of Ri'lmsey
Attn': Ms. Heidi Nelson, Deputy City Administrator
7550 Sunwood Drive NW
Ramsey, MN 55303

RE: Response to_ Request for Qualifications for Development Management Services

Dear Ms...Nelson(

We are pleased to submit our response to the City of Ramsey's Request for Qualifjcations (dated October 9, 200~) to provide
Development Management Services in support of the City's vision to shepherd the development of Ramsey Town Center.
Landform has assembled a cohesive and comprehensive bJend of professional resources that brings years of experience
with ~iver~e backgrounds in commercial, residential and mixed-use real estate planning and development, business district
analysis, and joint ventures. This team and the deep industry resources that they bring have been instrumental in the
formation and creation of publidpr~vate partnerships that enha~ced the syccessful revitalization of many communities.

-.

The City has already taken significant, aggressive, and pioneering steps to prepare for the development of the City Center.
This includes the completion of initiall~nd use planning for the 300+ acre greater City Center area, the solicitation and
planning for a future Northstar Commuter Rail service station, and the.turrent acquisition of nearly 150 acres which are to be
the new, central core of the growing community. The City's vision for its community coupled with its various assets including
its proximity to the Mississippi River, direct access to the soon-to-be upgraded US Highway 10, adjacency to the Northstar Rail
line, and ownership of a significant assembly of nearby property create a unique opportunity for the area. While it is expected
to still take time for the economy to recover, the City has positioned itself well to capitalize on its investment. Commencing
the process now wi!, take full advantage of this opportunity when the development environment improves in the coming
years.

This team understands that the City's primary goals are to create the greatest value for the public by creating quality
~coriomic growth within the community, capitalizing on and enhancing the investments already made in land .and
infrastructure, and driving future positive change by increasing the revenues of the community. Our team is particularly~
positioned to provide the City strategies, tactics and solutions ,to achieve those goals. Our team can provide the City with a
strategic partner to advise and guide it through the all of the various potential disposition and development scenarios of its
. City Center and related areas. Our experience and track record in both the public and private sectors brings a unique level of
experience to the table. The ability to understand municipal financing, criteria and guidelines for economic development and
the understanding of what it takes to create, manage and finance a private real estate development within a community are
critical factors in the success and recllization of a community's vision.

We are excited, focusedand ready to begin working on developing a successful and long-lasting relationship with Ramsey.
We loo~ forward to meeting with you to answer any questions and discuss how the team can support the City to achieve its
goals.

Sincerely,

Darren Lazan, RLA
Landform
